Random Twilight Princess question

For some reason, the Howling Stone in Snowpeak (the one on the cliff right outside of the little tunnel that leads to the place where you bobsled race to the house/dungeon of the Yeti thing) DOESN'T FREAKIN WORK. It won't let me listen to it or howl its song. I'm done with both the Snowpeak dungeon and the Temple of Time (it didn't work prior to me completing the Temple of Time either).

Has this happened for anyone else? Am I doing something wrong? Is my game just screwed?

I'm 100% sure I haven't howled this one yet because there's no Golden Wolf on the map and I don't have the skill yet.

Looked around and didn't see anything regarding it.

I don't remember quite right, but did you have to get them in any order? I haven't played the game in about a year, so my knowledge is a bit shaky

I've gotten every one up to that one. Gragh.

I'm going to try getting the next one and see if that works. (The one in question is the second-to-last one)
