What is the best way or the best program to make custom icons for a desktop?

You can rename square bmps to .ico and it should work.

It will work... but not correctly.

the ico fomat actually stores multiple images of the icon at different sizes. If you rename a bitmap you only get one size.. so if you make a 32x32bmp and then rename it to .ico it may not work correcty when used as a small icon (e.g. quick launch.)

Windows will just resize it. Make a 64x64, and it'll make the smaller ones.

I've pointed Windows to a BMP for an icon, and it worked.
*shrug*
