tactics to use against hostage crisis situations?

Since Massassi seems to be a wealth on random information, and since I've failed to find anything either with google or wikipedia, I thought I'd ask you all:

What tactics can be used to resolve a hostage crisis situation?

I know the basics include:

Negotiation
Siege
"Do nothing"

How do I further narrow these down though into some specific strategies generally used? And are there other basics that I am forgetting?

As always, thank you for any help you all can offer.

You are forgetting sniping. I don't think it falls under "siege" because it's diffusing the situation from a distance.

Planning a hostage situation, Geb?
If you choose not to decide, you still have made a choice.

I would walk in and shoot a hostage.

If they realize that you don't care about the hostages, that gives you a great advantage over them, because suddenly you have nothing to lose.

Of course, you do care about the hostages, but by killing one you can save the rest.

Do you mean one of the hostages should be carrying a concealed weapon? Otherwise, I don't know what that stands for.
