Recently bought a video card, RAM, Processor and Motherboard for a friend. Got the parts on thursday and when I tested them friday. After powering on, I get no output from the video card and no beeps from the system speaker. Tried the RAM and video card in my current desktop and both work, but when I swap the CPU, I get no output on the screens for my desktop (yes, they are the same socket type).
So I think dead CPU, but when I try my CPU in the motherboard I just bought, I still get no output. Lights on the Mobo turn on and the cpu fan spins as well as the fan on the graphics card with either CPU, but no beeps or screen output.
I've checked all the pins, tried resetting the CMOS, checked for and damage, and swapped out everything I can with parts I know work, and I still get nothing.

Are both DOA? I've ordered a good amount of parts off of newegg, but never gotten more than a few parts that were DOA, and never more than 1 at a time.

The first thing to do is test it with only one ram stick at a time and in each socket.

Tried it, either ram stick, one at a time, in any of the four slots, nothing.

I would guess motherboard, only because in my experience its rather tough to kill a CPU.

When you try the CPU in your motherboard, does your motherboard support that CPU?
Just because they are the same socket type doesnt necessarily mean it would work. For instance if you tried to stick a Core 2 Quad into an older 775 motherboard that only supported P4's its not going to work. Different power requirements ect.

Both are Core2Duo's, this is the processor that is in my desktop.

Is it possible your current motherboard would require an update to support 45nm cpu's?

I guess its possible both the CPU and motherboard are bad.

I looked around and it looks like I have the latest BIOS version for my motherboard. I'll keep looking around, but that still doesn't explain why the CPU i have in my desktop won't work in the newer mobo i bought. Also, many comments on Newegg about the mobo I bought say it recognized wolfdale processors (as well as other 45nm cpus) right out of the box (one even mentions the e7200 specificially).

I'll try putting my desktop's cpu in the mobo again later today, but I'm pretty sure both the cpu and the motherboard are dead.

Alright, now I'm confused. I took everything out of the mobo again, double checked all the pins, jumpers, and power connections, reseated the RAM and the wolfdale processor. Tried one last time and...

It booted up!

I threw in a Linux livecd and it works! No idea what was going on or why it wouldn't work before, i didn't change anything (that I know of, maybe changed which 12v rail I had pluged into the mobo, but I only have 2 on that PSU).

I'm gonna keep an eye on it for the next few days and see if it starts acting up again. Thanks for the help.

probably PSU issues

EDIT: to clarify, I had the same problem, but then just stopped using the other 12v rail on my psu. a few months later it fried my proc/mobo.

so yeah.

Yeah, make sure you have all the power things plugged into your mobo. I've been confused a couple times about that stuff.
