Because sea water is very murky and visibility would be a few feet at best. Nowhere near far enough to be of any practical use to a large vessel...

They were both going at low speeds, so I would be they were both running silently. So it isn't Sonar Fail.. it's Sonar off.

Alternatively, knife kill.

Well passive sonar is still being used when running silent, it's just not nearly as effective as active sonar (but it doesn't give away your position).

If we are sending a sub into international waters so it could be easily detectable, there isn't a real point for it to be there. If we are sending a sub so it could broadcast "HI, WE ARE AMERICANS" to other subs, there isn't a real point for it to be there.

Why would either nation say that this happened? So long as they were under water wouldn't it just be better and easier to pretend it didn't happen at all?
