The solution would be simple. Its the same as when they require all cars to run catback exhaust. Gear heads manage to throw cats on their cars for inspection, then go right back to dumps/straight pipes after they get the sticker. Same could probably be done with a GPS unit with a little technical knowhow.

At least for older cars that would require modification. Newer cars with integrated GPS already might be a bit of a hassle.

Is it just me or is pretty much everyone ignoring the fact we're talking about buses...

Unless THESE are the buses, i don't think you need to be worried:

I'm pretty sure we ALL know that. But the questions was raised as to whether or not a tactic like this would be good for private cars.

I still don't like the idea, even for buses.
If you choose not to decide, you still have made a choice.

It wou'd be a terrible idea for private cars. How do you think the towns generate revenue?

Okay... but again, a governor limits TOP SPEED. Not your acceleration.

Limiting speeds to the speed limit is a stupid idea, but capping the top speed makes sense.

But we aren't talking about a governor that caps top speed, since that already exists. We're talking about one that limits you to the exact speed limit on your road, hypothetically applied to personal vehicles instead of the buses in the original post. And like you said, stupid idea. :)

We're not talking about buses. We're talking about politicians lobbying to have bus restriction plates on cars.

One problem is if you go that slow when the speed limit is that high you're breaking the law (at least in the US).

Of course if this really happens people will complain, and we will see a rare case of democracy at work since many many people drive cars (and can also vote) and any politician who wants to be reelected will quickly support repealing the law that put the devices in place, maybe even banning them all together as a safety hazard.

That's probably someone getting pulled over who didn't notice the lights right away. A few chirps to let them know they're being pulled over.

Intersections, pedestrians, traffic, etc., or as mentioned could be a traffic stop.

Although I would like to chip in that Avenger has already summed up the most blazingly on fire-ly obvious reason that this is a bad idea for cars.

Buses, meh. Cars, **** no.
