New fonts don't work

I'm on a laptop with Windows XP Pro and for some reason I can't install new fonts. I put the files in the fonts folder but they don't show up in any of my programs. Restarting doesn't work; there's some custom fonts I've had for ages and they still don't appear. Any ideas?

Control Panel > Fonts > File > Install New Font?

(hooray for Windows 3.x dialogues!)
