This is a big problem. A very big problem. All these extra programs and charities and grants and all good and well but we are spending money that we don't have! This is VERY VERY BAD! We really need to cut down on geverment spending or we are going to be in very very big trouble.

I wonder if it ever goes down.

the problem is the parents. In the inner city districts (like East L.A., ak.a. Hell) many kids come from poor single person families where parents don't get involved and no one cares. It's just poverty.
