You aren't missing anything. The font the webpage is using is missing certain code points.

The site is either using a font without unicode characters, or the site has set the wrong encoding. Typically not much you can do about it.

That's fine, as long as it's not on my end.

There's a chick I work with, and her Facebook posts typically have those in them.

Uhhh aren't the characters control codes? Anything less than 0x0020 isn't printable...
