I want to upgrade my PC with a new HDD and Windows 7 Home Premium, but how complicated is that? Do I just swap out the HDD in my tower and run and play the Windows 7 disk?

Also, I'm open to recommendations for a new HDD.
What I'm looking for: Large space/cheap
Nothing too crazy.

Swapping Drives and performing a clean install sounds like a good plan. Just make sure your computer is setup to boot from CD/DVD before it attempts to boot off the harddrive. It's usually a section called Boot Priority in BIOS.

Western Digital Green Drives are Large and Cheap, although I would recommend a Western Digital Black especially for your OS drive. They are more performance oriented.

EAH_TRISCUIT boot order won't matter, boot from the hd will fail and then the dvd will boot. Once that finishes it won't need to boot from the dvd anymore so hd boot will work.

Of course I still would recommend changing to dvd then hd boot order in case you want to boot off a DVD in the future, like to fix windows, but that can be done any time.
