I don't think he was in Episode 2 or 1 either. Other then his lines from Half Life 2, which didn't need his skills since they were just replays.

That's not true, he's in an advisor pod now. He can still do his parts.
Unless he went off world, but we can just send a NASA ship to go get him.

I'm pretty sure he died before he got to the Combine homeworld.

If he were to be in episode 3 id be willing to bet his voice parts are done.
