I think it probably has more to do with whoever was in charge of their billeting being an idiot.

But you're right letting dirty arabs learn english so that our air controllers can use their aircraft is a horrible, horrible idea.

Now it's starting to sound fishy, nobody noticed or reported it? They must've notified the FBI/Police about it, I'm sure people would know and it would get out.
