Well, an injunction, and (again) I could be wrong, basically just says "hey, don't do that again or you might really get in trouble!" Doesn't seem like the result of a prosecution.

If we're using "prosecution" literally, in the criminal sense, then no, it's not. As far as I can tell, this was always a civil case.
If you think the waiters are rude, you should see the manager.

Well, isn't that the beef? That people are po'd that criminal voter intimidation charges aren't being pursued?
