"63 (wrt Beckley)"

this somehow ends up meaning the number 2.

I am looking for reasons why this is the case, I am anticipating the solution to be elegant but might need a bit of research.

Is there any context?

wrt probably means "with respect to."

There are Beckley's in:

United Kingdom
Beckley, East Sussex, England
Beckley, Hampshire, England
Beckley, Oxfordshire, England

United States
Beckley, Louisville, Kentucky

good job wikipedia'ing :p

The answer is that Beckley in Oxfordshire has a tv transmitter for BBC2. I'm not happy with this answer because it also does other channels and radio.

oh there we go, I missed that bit. UHF 63 is the frequency of BBC2, so I guess it all fits after all :)
