I don't know if dog is look up, but dogs can look up and anyone who has seen a dog stake out a squirrel in a tree knows this. They aren't usually accustomed to looking up, as many animals aren't, but they learn quick.

Unless I'm misunderstanding some strange definition here, that is a bloody stupid statement and/or question.
Dogs look up all the time, especially little dogs, mine are always looking up at me. Whether it's with just their eyes or their whole head, they look up.

They can look up about as high as we can.

Getting them to follow a finger too far above them is a good way to teach a puppy to sit on command though.

Dogs most certainly have lips, just not the kind that can be controlled to create a seal and suction.

My dog also loves noodles.

I have two Jack Russell Terriers. They can either look up or pretend they can really well.

This reminds me of the debate I had at work today w/ a co-worker that insisted that if a female co-worker was to cut her arm hairs they'd grow back thicker & longer.

That at least is a common myth I've heard many times before, who the hell came up with this dog thing?

Dogs can definitely look up as has been said here, and my parents' dog for instance has to look up to see my face because I'm taller than he is. But you know who can't?
