A high resolution texture package replacing pretty much every texture from the game (sans those from 3D models) was finally properly released yesterday. Sure there was this beta from 2009 but this one's infinitely better.
Of course, the 3D models are still outdated (yet people should remember they were already outdated in 2000 when the game came out) but I believe using just this mod will make playing DX more tolerable in 2011.
The new renderers of course will help. And in fact they're needed for DX:NV and they're shipped in the package (DX10 and OpenGL).
There's also ENBSeries DirectX 9 Renderer as utilized in those screenshots but it kind of requires tweaking to make it look really spanktastic, otherwise it just looks like this.
It also won't hurt to use the HDTP Release 1 from 2006 simultaneously, even though it really only affects objects in the world (and Gunther Hermann). This requires some .INI tweaking!
