i just want to select one small area of the video and blur it out or obscure it in some other manner... and the program has to work with m4v files from my phone

google fails me pointing to software that either doesn't work, only does **** to the whole frame, has an interface that needs a 500 page manual to figure out, or isn't free
eat right, exercise, die anyway

The only thing I can think of to do in the absense of a full featured, expensive software, is export each frame and modify it frame by frame. Unless its a lengthy sequence, this could be doable.
