Thinking of a novel

I think it was released after 2000. I read part of the first chapter in 2006ish on Amazon.com and then promptly forgot about it. I've been looking for it for a week and can't find it.

Part of the plot, as I remember it, revolves around a cop investigating a murder. A motorcycle rider was decapitated by a wire that had been suspended across the road attached to remotely-activated pneumatic pylons.

Anyone remember this book? This has been driving me nuts all week.
