Maybe different contractors received different parts of the complete set of plans, and different hired guns stole different parts

Well, that was the situation in the pre-Disney SW: EU. I guess now that they're going to re-establish what's truly canon, they're just gonna go with one explanation.

Probably, not that I have any idea what is canonical anyhow. Phenomenologically a story doesn't need ends tied to be interesting, and in my ****ty opinion when worlds get hashed out too completely I lose interest. I find that I have to be the one projecting my own fantasy into the loose ends in stories to remain engaged.
