depends which song by which artists. It's all about getting to whoever holds the rights. Some are easier to get to than others.

It also greatly depends on the genre and the artists particular plans. With electronic music, almost all the time it's just a matter of asking for rights. But with rock, it's often alot harder, as they like to hold out for a remix album of their own. They usually take a big royalty. But those are just what I've experienced, personally.
