But I can not figure out what the heck I'm supposed to do. Any ideas?

Looks like you're supposed to be strumming barre chords there.

Basically, if you look at the first chord, your index finger locks across the 7th fret, while your ring and pinky grab the 9's and your middle finger gets the 8.
