Okay, that was done on a nintendo DS with this new game "Jam Sessions."
You use one hand to strum strings on the touch screen, and you select chords with your other hand. (Which are unforunately, all on single button presses, but you can configure whatever chords you want)
I suck at music and I might have to get that game when it comes out next month, just for it's neato torpedo factor.
