So please give me a hand, this is obscure.
While Michael Moore is ranting on about foreclosures he compaires it to the mafia, and this generic sorta Italian music plays, I've heard it before a million times and need to know where it's from. In the movie it's at around 1:09

Which Michael Moore movie are you talking about?

Anyway, try the Godfather theme, it's used quite often in that context.
