Because it looks so much cooler this way. It looks like he put all light sources directly on the floors and calculated the lights.

The lighting makes a good atmosphere. And also I wanted to make it seem like lights were coming out of nowhere for no apparent reason.

Hrm, dunno if you can do it, but if you could animate those textures so a little white light moves around the blue lines, with a little trail behind it, it would look exactly like the VR stuff in TimeSplitters 2.

It's the SS2 training level! I tried to make something like this a while back, but I was uuh, less than successful.
