I know its for VTM, but thats about it...
This logically gives me the rights to claim the title of "Lord Magistrate and Rater of VTM program thingies"

This is for Vampire: The Masquerade book roleplaying game, off of which the video game was made. It has a tool that will search the title and description of Merits & Flaws from 15 different books and will return results that contain a keyword you enter.

It details the weakness of each clan, its inherent Disciplines, the way to use the Disciplines, and the clan symbol.
