First off, there is no scope, you're refering to the clip which should be clear by the fact that it is located detached from the main body with bullets coming out.
Second, its a fire control computer, which can lock out non-passworded users, set up airbursting, calculate for gravity and air depending on distance, and any other nice computer based feature you could want with it.
