In order to do snow that looks good you need three things: a highly scalable particle system, alpha channels with reliable draw order, a post processing shader for approximate Mie scattering. JK doesn't offer you any of these things.
If you're willing to settle for falling squares, I've seen modest success using a ton of falling snow PARs. You'd need to make one yourself, though. Also, the one level I'm thinking of ended up being cancelled because the PARs slowed the game down too much. YMMV.

Try sticking some downward facing cones of different scales around the player with a scrolling snow texture.
Believe it or not, this is how we did rain in Crysis 2.
