i think the main difference in Bilbo using the ring and Frodo NOT is that the Wraiths weren't really looking for it at the time of There and Back Again (the Hobbit
)
and the power of Sauron was only barely awakened in the Hobbit whereas in FotR he's got quite a bit of power and the Nazgul are right on Frodo's tail.
also, in each volume of LotR it gets harder to resist the ring and when he does put it on it's harder to take off not only because they are closer to Mordor but because Sauron's power has increased.
