No one is saying it's exactly the same, it just reflects part of the ROTJ scene. It isn't going to be a frame-by-frame, word-for-word carbon copy.

There are noteable differences in the scene. For one thing, Palpatine is being held capive by Count Dooku. Another thing is that Count Dooku is fighting both Obi-wan and Anakin at the same time, ala Darth Maul. Thirdly, Anakin is fighting Dooku with the intent to kill, not redeem.

Palpatine doesn't look captive to me..

And where is Obi-wan? I don't see him anywhere..

During the duel, Obi-wan gets knocked unconcious by either Dooku or Greivous . Palpatine's hands are shackled to the chair.

That was the first movie in the series, so continuity with the others wasn't a factor when that was made, I'm guessing. All other examples involve no blood. (Vaders hand in ROTJ is irrelevant b/c its obviously 100% mechanical and replacement limbs don't bleed.)

Maybe it was an exception: The alien had a very high blood pressure, very dense vascular system, and such tissue structure that it's not so easily cauterized...
