Editplus2, in Windows there is /no/ other text editor.

Bluefish in linux seems quite good as well though i haven't really used it much yet.

I use Notepad for *gasp* making notes.

For webdesign, I draw the design in PSP or Photoshop, stick it together in Dreamweaver. Then completely rewrite it from scratch using notepad.
