Yeah I definitly think that Volgin was too easy. But The Sorrow is the easiest if you know what you are doing.

The Sorrow wasnt much of a fight at all though.

And schming, if you're smart you get the sniper rifle when going through the river part, and when you get to the end theres a cutscene with volgin, the boss and the end. The end is left sitting there for 10 seconds asleep before a guard moves the wheelchair through the door behind him, in that 10 seconds, you can snipe him, kill him, and the wheelchair explodes. When you get to where you should fight him, you fight an ocelot unit intead, much easier.

But you have to tranq him to get the End's rifle. So you cant kill him like that.

The president in MGS2 even admited to raiden, he didn't win the election, he was chooses by the patroits because they thought he'd be the best of the two candidates to use as a puppet, and thats what they do, they elect the leader and use them as they see fit.

Dammit. I forgot 1/2 the story of MGS2. I beat the tanker level last night, took me about 20 minutes. The plant is just annoying.
