Because they broke the law. They included content that, while not meant to be in the full game, was not covered by their rating. Technically it should be AO with nudity and sex scenes listed on there. And no, it wasn't so bad in Vice City as it is in the Hot Coffee mod. Trust me.

HEHE, they broke the law by putting the wrong rating on it!
Oh wait they didn't! Because games arn't FORCED to have a rating system and its completely voluntary!

Oh dear me! They voluntarily told people that the game might have violence and such! too bad they involuntarily left out something

As far as I'm concerned, a mod could have just as easily added the content by itself. It doesn't matter if it's in the game or not, it's not accessible to the user without third party means, so it shouldn't affect the ESRB rating. It's no different than downloading a mod that added all the content on its own.
I support your ideas and would like to subscribe to your newsletter.

in britland the game is an 18, which means it's basically allowed anything in it.

Well why should the game have a higher certificate? The content cannot be accessed without modifying the package that was originally sold. The package being sold does NOT contain access to these sexual scenes... so surely it doesn't affect anything? The mod changes the behavier of the game, and therefore cannot be taken into account for the game's certificate.

So... ordering porn through my digital cable company isn't really x-rated because it's basically a mod to my original cable subscription. The channel is being sent to all customers, but cannot be accessed by "regular" means (i.e. without ordering it).

The difference there, is that you (usually) wind up paying more. You have to voluntarily order it to see it.

the same applies with sa, because you'd have to voluntarily (more or less) find the mod, and install it to access the sexual content. If anything, the mod should have an ao rating, not the actual game itself, but, at the same time, I don't think mods should need to be rated, since you should know well in advance what the mod does before installing it, unlike a game where it'd be much easier for something unexpected to pop up throughout the course of the game... Whereas with a mod, you usually know, or can at least find out fairly easily, everything in the mod.

And I agree with having the 'downloading modifications may change game experience,' or whatever, warning like they have with online games these days... It'd solve the problem (I hope it was this thread that someone suggested it... I saw it on one of the threads yesterday... Since I'm on my phone it's not as easy to go back and check.

Didn't one of the Tomb Raider games have unlockable nudity, or was that just an internet rumor?

No, the Nude Raider and various other mods just added the boobage themselves.

I think the license agreement says that the code may not be modified. If that's true, Rockstar is fine.

I don't see what the deal is here... the game is already rated mature, kinds under 17 should not be playing it without parental consent...

the same parents *****ing about the sexual content of the "MOD" are the sam parents that don't give a **** what their bratty 12 year old does and give them money to buy a game then complains that their child is being exposed to this **** when THEY ALLOWED THEIR CHILD TO HAVE IT.

the MOD unlocks content that was not removed, but locked away, put in a vault of game code not to ever be seen by the public and fo the public to only gossip that there was suppose to be sex games in SA.

these modders modifyed the game and cracked the vault, releasing the sex to the world... rockstar did what they thought was needed... maybe they orginaly had the sex games in there but to get a lower rating locked them away rather then taking the content out of the game completly.

I'm sure some elements of the sex games relys on parts of code already in place in other parts of the game and removing it all together might be mroe of a pain then just locking it away....

seriously tho, boo ****ing hoo, the game has sex in it... like was said earlier, you can beat people to death with a giant purple double ended dildo.

this is the most down right stupidest thing I've heard in a while... sex blood and gore in video games is bad but sex violence and gore on primetime TV is fine... WTF....
