its an hour....an goes before vowel sounds not just vowels..so you may think it should be a hour since H is a consonent but it's basically "ours" so its an. Theres no discussion here.

I think, though I may be mistaken, that with older English, an h at the beginning of a word was silent. "History" used to be pronounced "istory" and was preceded with "an" instead of "a." There are only a few words in modern English that still do that.

Technically speaking "an history" is still correct.
