Just like odd-colored signal lights, etc, ground-effects are considered a distraction on the road as far as I am aware.

I'm glad those things are illegal. A good example of one of the vehicular laws that actually makes sense. They actually can be distracting.

On a side note (okay, more of a vent), I hope you didnt buy these for your Mustang. Ugh. No offense or anything, but putting under chassis glow on a car is about as rice as it gets. Ricing out a V6 Mustang is an insult to one of the most famous and well known cars in American history, as if the 94-04 Mustangs weren't that already.
