Where does it say "cost effective"? It's cheaper than sending subs to monitor ship movement. It's cheaper than risking a small boat to monitort ship movement. It's cheaper than training a shark and then losing it when its instincts kick in...

Just curious if it was cheaper to use an implanted shark than using a sub, boat, or otherwise to monitor ship movements.
