I'm trying to tell you: you've got no experience in level design. I may be blowing my own horn here, but level design is an art/skill. Before starting a brand-new, from-scratch game, start modding an existing game (like Half-Life 2 or Oblivion), which will give you the opportunity to learn how to make levels that players will enjoy.
