School off for an inch of snow? Crazy. When I was a kid, we'd go to school no matter what and during recess we'd dig tunnels inside the snowbanks (where the plows pushed the snow up against the fences) and make it hell for the teachers to find us again.
I lived real close to the ocean one winter/spring in a town called Pacifica, just South of San Francisco. It didn't snow once, but almost every day it rained. The temperatures are similar to what they are here (-2F to 40F in midwinter), but the rain made it soooo much harder to get through. Snow lands on you, but it doesn't penetrate defenses like rain.
