I worked as a locksmith for a 18 months. I was often sent out on service jobs. These were usually stupid housewives who locked their keys in the car at the grocery store, but occasionally I had to break into a house, storage unit, or through a padlocked gate. This sort of job required lockpicks, which I became quite adept at using. When I was forced to leave (the owner sold the business, and the new owner shut it down to build a restaurant), I pocketed my tools. I carry them with me partly out of habit, but partly because I am devious and maligned. They saved me once or twice, when my car gets locked in a gated parking lot after hours or things of that sort.
Lockpicks are illegal to carry unless one is specifically on a job, and is certified to carry them. It is an offense in every state to carry lockpicks without adequate reason. Very similair to why firearm suppressors (silencers for the uneducated) are illegal -- no civilian should have any use for them.
