Are you serious.. first of all, how and WHY does AMERICAN CURRENCY have any value to another countries people? People don't come here and spend Pesos or Dongs(Vietnam) at McDonalds... Seriously. We shouldn't waste time printing, packaging, and shipping our paper money to a country that probably needs more goods and less PAPER than anything.

Also, LOST 9 BILLION...?? Who is in charge of this crap?? Someone should be executed. There is a limit, or should be, to how much you can cost the american people before its considered treason and you are killed for it.

I'm going to assume you took my post a little less than literal. I understand the value of american dollars vs whatever they use... what im saying is, why do they need the CASH... why dont we just send them their own damn money or something... or just buy the crap for them. Seems like a waste

As to why they send our currency instead of raw goods, that's a good question, it has to do with the sheer amount of variety of goods the currency will be used to purchase, and encouraging the new government to, well, govern themselves and decide how they're going to spend their own funding.

I'll take a stab at it though — almost any bank can, you know, exchange currency. And American money usually exchanges for a ****load of money in other cultures.

essentially what they're saying is that the money was spent on iraqi reconstruction projects. the money has gone missing, meaning someone has embezzled it. also, considering the fact that it was probably the haliburton executives (including dick cheney) who stole it i somehow doubt contacting 202-456-1111 with information would get you anything except a visit from the fbi.
