As a girl even I'll agree that it bugs me when girls don't come out and say what they mean, although girls generally aren't that difficult to figure out. You either offended them, you made them feel insecure, or they hate you or they love you.

It's certainly not normal guy behavior, and it is creepy, but it's really just a fetish.

It's mild exhibitionism; knowing that you're visualizing or simply that you're aware of what he's doing to himself is what gets him off. I guess just be thankful he's not flashing you, although he is to some extent already exposing himself to you.

Just block him, he'll probably find another girl to which he'll do the same thing.
