Well you don't need an RIS on the bottom - you get one of those trigger-guard lasers - there isn't one on the top though... do you need one?

Nope - in the UK you can own air rifles and such with a license and being over the age of 17. At 14 you may buy a BB gun, although most retailers will just tell you to go away unless you're 17 anyway.
