It was Tony Hawk's Pro Skater 2.

The place in LA is Venice Beach, and I have been there and played basketball with tall locals. Who were better than me. By a long way.

Hehe. :)

In this 1993 game you took control of a group of cyborgs to perform various missions. You'd get money after meeting your mission objectives with which you could buy upgrades for your team, such as better weapons and various cybernetic enhancements.
