Yeah, kinda sad that at 18 you are old enough to die for your country but not old enough to buy a beer :)

No, really. Let's face it, I've spent over twenty years associating primarily with under-educated enlisted soldiers and now with skilled and unskilled laborers. Most relatively low brow types. Then again, I do associate with my wife's friends, all pretty much PhDs but they're also all hispanic so maybe they rate lower as well.

Basically it's because the federal government strong arms states to bend to their will. When states don't enforce federal standards their federal funding is reduced. That's one of the idiotic things about our tax structure in general.
