It should be very clear. Tibby views a bland, boring, harmless political cartoon that virtually all of us just go "meh" to and rhetorically asks if it's what passes for political commentary in America. Um, pretty sure there's no shortage of unfunny, bland political cartoons of his country's politics online somewhere. Just a guess. Anyway, he then announces that he didn't even bother with the video because he "can guess at what it is". Larry's boring delivery of his over the top outrage is far more humorous than the comic itself.

I did but if it is normal then how is it a stereotype? No, that's not worded well. If a majority (or even plurality I guess) of a certain group tend to act a certain way then is there something wrong with depicting it that way? I guess it depends on whether or not your use of the word stereotype is meant to infer some sort of prejudice.
