What I said was that he didn't have to not that he didn't. There should be laws that specify what documentation a candidate needs to provide in order to be on a ballot. Of course ballots aren't federal so these laws would need to be passed at the state level.

I know Jan Brewer recently vetoed one. It should be in all although I guess if just one had a stringent requirement to provide evidence that would, essentially, accomplish the same thing.
