It looks like Freedom Fighters, but I'll throw in a couple of guesses for the heck of it:

Half-Life/Counter-Stirke/Blue Shift/Opposing Force/Whatever other expansion?

Any 007 game?

I know that neither looks terribly like that pic, but oh well...

Indeeeed Smoke rising from a several seconds old port broadside. Sorry TheJkWhoSaysNi, but it's the predecessor/prequel to the Pirates of the Caribbean (started development as Sea Dogs 2).

Bad writing and campy acting. Bad names too. One surgeon officer is called Dick Oakenwood *groan*... Fun ship to ship combat, epic (if short) music, and pleasant free-form gameplay.
