Kinda looks like Full Throttle. Define what you mean by "no action." Do you mean there is literally no combat or violence in the game at all? Or is it like an rpg or other non-fps game?

yea, i'd go for something like full throttle or the dig, not too familiar with non-LEC puzzle games of that age, so my guesses will be limited.
