I'd have to disagree about the "new targets" comment.

The Bush administation does not want a draft, and it is in their best interest to keep the draft gone. A war's popularity will be zero when not only is the media giving it 24-hour coverage, but regular people are required to fight it.

I think Kieran just misinterpreted what you said. "*subject* isn't really *whatever* in the sense of *some group*" statements are often made when the subject is a member of the group, so some people may unintentionally make that assumption any time they read such a statement.
