The reason for that is simple: Each admin has a different opinion about what action should be taken, a different level of strictness, if you will. Of course, if the thread is simply littered with flames, perhaps the admin doesn't feel like taking the time to ban ten different people, and well, that's the admin's prerogative. But basically it comes down to a matter of the admin's style.

Remember, you are free to voice your opinion: Use the Report Abuse link, and feel free to PM an admin. But be polite, and respect their right to do the opposite of what you may suggest.

As you know, the definition of words change over time. Just look at how the meaning of the word "gay" has been twisted over the past 50 or 60 years. It used to have a positive meaning; nowadays it's anything but. It's sad.

Anyway, my point is, not everyone who uses the word "retarded" means it as an insult. If someone truly is inflicted with a mental disorder, especially one from birth, saying that they are retarded can be a simple statement of fact, not an insult. The definition you quote even supports that use of the word.

Don't take offense so easily, please.

The only fact is that it is offensive to some. It is not a fact that it's universally offensive, nor is it a fact that it is universally intended to be offensive.
