I'm with Rob here. I hate stupid people. Stupid people should not be able to drive. And here comes the difference. Stupid people can not know how to drive (drive really slow, drive really fast, whatever) and still not cause a hazard. But when you have a smoker trying to light up while driving 75 down the freeway, fiddling around for cigarettes and their lighters, then taking their hands off the wheel to light, that's what is dangerous.
Regarding Kanchi's whole "make a punishment relevant to smoking". You get a speeding ticket, and you go to traffic school. That is relevant to speeding, but does it work? HELL NO! The reason why is because traffic school gives no incentive to stop. When it comes down to "Okay, either drive without smoking, or no driving at all", there suddenly is incentive, choice, and priority.
